Traffic Study Finds Regency at Heather Hill Will Not Strain Plainville Roads

PLAINVILLE — January 7, 2026 — Plainville Planning Board hears traffic study concluding Regency at Heather Hill poses minimal road impact. The board took no votes Wednesday, instead receiving a presentation from traffic consultant Liz, retained by developer Crossman, who analyzed five intersections near the proposed development and modeled conditions through 2032. The study found the project would add only 86 new vehicle trips in the a.m. peak hour and 59 in the p.m. peak hour, with no change in level of service at any studied location between no-build and build scenarios. One notable finding: 85th-percentile vehicle speeds on Warren Street and West Bacon Street already run between 35 and 40 miles per hour, above assumed or posted limits. Crash records covering 5.7 years showed zero incidents at the existing Heather Hill driveway.
