Planning Board approves 26-unit South Street development with one board member opposed

PLAINVILLE — Planning Board approves 26-unit mixed-use development on South Street with one dissent. The board voted 4-1 to approve the special permit and site plan for a Town Center District development at 157 South Street after the applicant, represented by Dan Campbell of Level Design Group, reduced unit density from 28 to 26 and agreed to enhance the landscaped public space between front buildings. Thomas McHugh opposed both votes.
The board also advanced review of The Regency at Heather Hill, a 346-unit age-restricted development by Toll Brothers. Town Administrator Brian Noble presented a fiscal impact analysis projecting $3.79 million in annual municipal revenue, with 38 affordable units and an estimated nine school-aged children. The board extended the Heather Hill decision timeline 60 days and unanimously selected MDM as the traffic study peer reviewer.
