Plainville's Planning Board continued a hearing on a proposed mulch manufacturing plant at 80 Washington Street to October 19 after residents raised noise and chemical concerns. The applicant's team said a state-authorized noise study found the site exceeded the town's ambient noise limit by 10 decibels on Sundays, prompting a proposal for four- to six-foot sound walls at two locations. Material safety data sheets were filed for two of three mulch colorants, described as a dry powder "fairly benign unless it is completely saturated." Applicant representative Jared Hatch called the project a roughly $50 million investment and said "the last person I'm going to poison is my own family." A resident countered that a nearby permitted facility already produces loud grinding and dump-truck noise, saying the town has "been burned before by people who promised us the world."
