Plainville boards grill Hatch Materials over 191-unit World Cup lodging plan

PLAINVILLE — March 12, 2026 — Plainville boards pepper Hatch Materials with safety and zoning questions over proposed World Cup lodging camp. Four municipal boards — the Select Board, Planning Board, Board of Health, and Conservation Commission — held a joint information session on a proposal by Hatch Materials owner Jared Hatch to convert his 80 Washington Street industrial property into a temporary camp of 191 fifth-wheel trailer units, potentially housing up to 1,700 guests during FIFA World Cup games at Gillette Stadium from June 13 through July 9. Health Agent Deborah Vale said state law caps any temporary housing permit at 30 days and that all water and sewer connections must be hard-piped underground, while Conservation Agent Kevin Baldwin flagged that the proposed soccer field falls within the 35-foot no-disturb wetland zone. Police Chief Jim Floyd raised concerns about multilingual emergency signage and a plan for ejected guests with nowhere else to go; Fire Chief Skinner cited ambulance billing for uninsured international visitors as a top concern. Town Administrator Brian Noble said a host community agreement in development would include bonding provisions and fees, but acknowledged the town is under a sewer moratorium and in talks with a neighboring authority to borrow capacity — an issue he said could end the project outright if unresolved.
