Heather Hill Condo Project Projected to Net Plainville $2.8 Million Annually

PLAINVILLE — November 13, 2025 — A fiscal analysis presented to the Plainville Select Board projects that the 384-unit Toll Brothers condominium development at Heather Hill will generate $2.8 million in net annual revenue for the town. The 55-plus housing project, now renamed the Regency at Heather Hill, received a modified special permit this past summer that eliminated the Heather Hill Banquet Facility from the plan, reducing the road footprint by roughly 1,000 linear feet while keeping the unit count unchanged. The presenter told the board that shifting affordable units off-site and removing the existing square footage cap could together push the projected annual net gain to $3.3 million — compared with a nearly $2 million annual loss projected under a conventional single-family build-out of the same land. Active special permits run through July 21, 2027, with Conservation Commission, Board of Health, Site Plan Review, and water and sewer permits still outstanding; a land closing is estimated for spring or summer of 2026 at the earliest.
