Select Board approves Regency at Heather Hill with $1.823M sewer fees

Plainville Select Board unanimously approves 384-unit senior housing with major fee requirements. The board backed the Regency at Heather Hill development by Toll Brothers, requiring the developer to pay $1.823 million in sewer and impact fees to address infiltration problems. DPW Director Bill O'Rourke outlined ongoing repairs and mitigation projects targeting system infiltration at Edgewood Drive, West Bacon sluiceway, and Sunset Acres.
Despite a six-year build-out timeline, the board required payment acceleration to 14 months from construction start. In separate votes, the board unanimously approved a $65,035 engineering fee increase for the Turnpike Lake Water Treatment Plant and switched health insurance to Mass Strategic Health Group at a 5.3 percent premium increase.
