PLAINVILLE — The Town Council weighed Flock license plate readers and moved a surveillance policy to the bylaw subcommittee. Residents and outside speakers debated the cameras during extended public comment. Gideon Huffstein of the ACLU of Massachusetts said Flock "incentivizes local police departments" toward widespread data sharing, while Flock public affairs manager Carl Bach said the department, not Flock, controls sharing and owns 100 percent of the data.
A member moved to ask the town manager to pause collection and sharing of ALPR data, and a voice vote followed. A second motion referred a "technology-neutral municipal surveillance technology governance framework" to the bylaw subcommittee, drawing ayes with no count stated.
